TSA PreCheck was not shut down.
I don’t know if it ended up being shutdown, however there are upwards of 1,000 articles describing how TSA Pre was slated for suspension and that the policy was, clearly at some point after the initial announcement, reversed.
The TSA PreCheck shutdown was reversed pretty quickly. However, Global Entry remains suspended; that's where the APEC card may prove useful, as it does not convey any special benefits at TSA security checkpoints.
