I'm considering using BD as a second program to get *G; but I'll be doing about 21000 miles in SQ F, and I won't use BD if I only get twice the flown mileage (versus 3.75x on LH M&M).

Sadly, it's not an anomaly, it's intentional.
I queried it when the new programme came in, as I had a very long SQ-F flight coming up, and was told by bmi that it had been a specific requirement of SQ (seemingly each *A carrier has to ratify the earn/redeem profile of the other carriers FF programme). A long chat with SQs marketing department confirmed this. SQ have vetoed the 1x/2x/3x redemption in DC as they feel it is more generous than KrisFlyer and thus a competetive threat. I'm not quite sure why LH doesn't pose the same threat, though I have a sneaking suspicion that the SQ/LH codeshares have something to do with it
Of course, if, as it seems, it is actually generating a dis-incentive for bmi flyers to book on SQ, then it seems to have backfired somewhat. After all, you can fly in F cheaper on OZ and TG and get 3x miles to boot.
However until SQ actually release award seats to bmi the earn/burn ratios are moot, since we aren't going to see a seat on SQ anyway!
