There are not very many runway view rooms at the CP Changi, they go for a premium, being moved there from a standard room would be a significant upgrade, and soundproofing is excellent. I've stayed there several times. Breakfast at the main restaurant is much more varied than at the lounge.
On the other hand, there are no "city facing rooms", the entire complex is surrounded by airport terminals (and the Jewel mall).
