If a property went rogue like this, and a conversation during checkout did not result in the destination/resort fee being waived, I would certainly write into Hyatt Corporate for a refund as a Globalist.
For prepaid rates, there may not be an opt-out for Globalists.
Sadly, Hyatt corporate is becoming Marriott now and just tells you to deal with the property directly.
