Yes, it is an update made yesterday 20 February to allow the use of expired passports after 1989. The requirement of the name matching may prove problematic for those who either changed their names on marriage or where there are approved spellings used in other jurisdictions' passports. However it is interesting it all relates to what airlines are allowed to use, they would only be going down this silly rabbit hole if the traveller proactively mentioned at check-in that they were dual national without an ETA.
