YXU - the setup that we have now is to eliminate bussing passengers from the C concourse to customs. That is why the planes at the A concourse will primarily be international arrivals and then their subsequent departure. The "even" side of the C concourse including the hardstand ramp area is closed nad under construction right now. They haven't wasted time tearing up the ramp and removing the jetways.
