Correct. The "1 more mile" is coming from a comparison to
current state, but current state is no longer meaningful.

Correct but a little misleading. Premier members get access to XN/IN inventory, which is much more plentiful than X/I inventory. So, in most cases, it's going to be more like:
No status, no card: 250,000
Status, no card: 80,000
No status, with card: 72,000
Status, with card: 68,000
It's still clear whom UA prioritizes the most, but it's not quite the case that there's no point in Premier status if you don't want to pony up for the credit card.
