I think as you said, the earlier A319/A320s have a different locker shape, presumably a bit less deep. So sometimes it fits, sometimes it doesn’t.
I am willing to bet that they were experiencing the wheels issue as I described. If you have the wheels splaying out (sorry it’s hard to describe) rather than tucked in under the case (like you see it in publicity pictures) it will not allow you to push the case far enough back to close the locker. I have experienced it myself through many years of trial and error but I can assure you, it does fit in even the oldest style of 320 family bin.
