The upgrade processor logic I have seen as of late is to process upgrades around T-22 if there are more than 2 F seats available. This leaves 2 seats for tens of dollars upgrade for the general member while the MVPs (err "STATUS HOLDERS") die on the list. Miracles do happen, though.
Those 2 seats are also held for last minute ticket sale and for SDC...

I agree that something has changed but not sure what the "why" is beyond the usual effort to monitize the F cabin. I do wonder if things will change for the better after April 22nd or if upgrade certificates themselves are going away in the future which would be disappointing.
All signs are that they will stay around, and it will be one cert for US domestic and two certs for international. I'm in the group that has had success using mine, and has no issue with there being a LOT fewer in circulation
