My guess though is this is related to fraud issues. I don't see how Chase wins otherwise especially with the bizarre date chosen.
Not going to weigh in on the change but March 26th is the last business day funds could be requested and be guaranteed to be settled before the end of the first quarter regardless of receiving institution so it's hardly a bizarre or arbitrary date.
