You don't know until you make a reservation and try using an NUA... only to find out that you can't use it at all (property doesn't participate) or the only rooms listed for 'upgrade' are slightly better view or high floor and not actual suites.

Still way too many properties that somehow don't participate or offer slightly better standard room options that you should be upgraded to anyway as an elite.
