Has to be below 70% and must be carry-on actually FAA allows up to 2kg/2l with each container <= 0.5kg/0.5l https://www.faa.gov/hazmat/packsafe/printable-chart
But I don't know if TSA scanners might flag this as DGR.
Usually it is required to be in an unopened retail packaging.
Depending on the amount you're going to bring, expect at the very minimum thorough questioning by TSA.
