Tho I don't think FAA has any rules regarding extender use outside of exit rows, when you occupy 3 seats, you do have access to 3 sets of seat belts (3 belts and 3 buckles). I dont think there is any need for extender when you can use buckle from one set and belt from another seat. I have done this to my satisfaction.
