The terms don't really seem ambiguous to me. They say that once you meet the spend, fees on tickets you book are refunded. It doesn't say anything about fees for tickets booked before meeting the spend. Did you see something different somewhere?
I would agree. To flip the script, the question I would have is whether flights must be booked AND flown while your flight waiver is in effect. So if your cardmember year perfectly matched calendar year for simplicity sake and you spend over $15,000 in your first cardmember year of 2025, in 2026 you didn't meet the waiver threshold, and you have travel you booked in June 2026 to fly in March 2027, would that still count?
