I should have clarified, I'm specifically referring to DCA-LAX-DCA, which I fly frequently. I've searched many dates this year and have yet to find GUC inventory.

Per DL.com
  • Flights with Delta One without Delta Premium Select: If you purchase Delta Main or Delta Comfort and then apply your Upgrade Certificate (Global Upgrade Certificate for international Delta One, and Global or Regional Upgrade Certificate for domestic Delta One), you will be upgraded to Delta One, pending upgrade availability.
