I know it isn't a substitute. But if your phone and carrier support WiFi Calling, this is a great way to hook on to WiFi and have calls routed via there. Then it gets treated as though you were calling from your home network. If you dual sims, depending on your phone (iPhone at least), you can even use a cheaper roaming eSIM for data, and let the main SIM you don't want on roaming calls route via its internet connection using this WiFi Calling feature. It has saved me quite a bit of money over the years when calling the PSL/TA.
Some carriers - and I believe Orange France is among them - still bill WiFi calls at the same rates as if they were "normal" phone calls.
