J award pricing is dynamic. Even if it’s “available” at the price you are willing to pay for when you called, there’s no guarantee it will still be available at the same price by the time miles hit your account.
In this case, the agent says that she does not even see them as being available to be booked for award redemption even though I have been seeing it for 4 days. I was looking at the screen, refreshing it several times as the agent instructed me to do and the awards were there available but the agent does not see them on her system. It seems like the phantom availability problem a lot of people are reporting but they are usually from other partner's website, like AA or Alaska. But I was on JAL's website, talking to a JAL agent about a JAL operated flight.
