You seem to be missing the crux of the question. "Status" includes credit card holding. If the Air Canada card ranks ahead of Reserve/VIP, then for someone holding that card, fare is very unlikely to matter, because there are very few people who have that card.
I was under the impression that the credit card became the tie breaker when 2 people with the same status on the same fare family were on the list. And my (admittedly very limited) observations seems to mimic this.
So if I understand what you are saying: an SE with a premium credit card on a Flex would be above an SE without the card on a Comfort?
even if my observation is incorrect, the poster indicated:
must all be MM+ or VIP. Perhaps there were also SEs, with a card, flying on a higher ticket family? Not just MM and VIPs?
