i am having huge issues trying to use my 2 vouchers to get me and Mrs FB an Upper class return MCO_LHR-TPA in August

about 3 weeks ago i called VS and a very nice lady (I swear Im right) told me use voucher number 1 for up to 150,000 miles to book my return then use number 2 for my wife to 'companion' . Easy, or so i thought.
Having achieved Silver and got more miles I called yesterday to book, ah not so easy. the guy basically said I had to
Buy a revenue ticket in Econ , pay the fare and taxes , use the voucher to upgrade to UC AND then pay more taxes, so I am paying tow lots.
THEN use the companion ticket and again pay both sets of taxes. he stated that having checked the call log of my first call, that was what i was told, I dispute that.

After 48 minutes and losing the will to live , i asked for a copy of the call log from the previous call, just to check, and this morning got an email from Customer service saying, yes you can have it but it may take a month to get it,(when he found it ,allegedly, in two minutes) I cant wait that long to book, so my question is , who is right and whats the best way to use both vouchers ?
