Some bassinets seats are blocked. Sometimes an élite will be able to get them unblocked, but sometimes no. Otherwise, CX does not block seats for élites in premium cabins à la BA or JL.
Just called in to try to get 12A on the A359 but was told bassinets are blocked for CX DMs (not even OWE) until airport control, so DMs do get seat blocking privileges...
