It depends on who they have an agreement with - and if your friend has a chance to get a hold of a human agent, your friend can ask for a specific airline - they might be able to rebook to that if they have a deal with them.
However, with my experience with KLM irrops, no one at AMS was able to the rebooking - everything happens at the back office somewhere and it's automated.
