I thought it was because it was international luggage not domestic. The concierge office is in the priority check in area in the domestic side of the terminal. I think there is also a priority line in the international section that would be a good place to check bags.
Apologies for the bleary eyed mis-read, we agree, the Concierge are the first and last line of defense when things go sideways!

The last time I flew Int'l out of YYZ I dropped the bag in the Concierge office and it was 100% the same process as usual...sit down, present ID, tag printed, drag bag to the belt inside the office, off to Nexus security...like the movie, Gone in 60 Seconds!
