This makes no sense to me. Most hotels run buffet breakfasts. A cash paying guest at breakfast is basically all profit. The food is already cooked and/or put out, and cannot be used again. There's really no marginal cost in washing the guest's dishes and utensils. I'd love to know the reasoning behind a hotel's restricting breakfast to registered guests.
It makes a lot of sense at the Waldorf Astoria. They need to have space for an army of elite members getting their breakfast benefit, and often there are waiting times at peak hours because they just don't have space for the people they need to serve. Admittedly have not tested this at the WA Bangkok, but experienced the chaos at other Was. The Ritz does not suffer from that challenge.
