I was going to say Kruger National Park, South Africa but I that was a charter flight (in 1984).
So the smallest with scheduled commercial was probably Puerto Natales, Chile. A tie or close second would be the Easter Island airport. Both on a trip last October.
Several tiny airports in Alaska but for flightseeing.
