This may sound flippant, but across the EU, EES has caused significant headaches in some places and none in others. There is really no way to tell.
Generally speaking, EES is in operation at ALL Italian borders, upon arrival only.
At most airport, you’ll have to visit a self service kiosk and then either you’ll have to speak to an officer or go through an eGate, based on your nationality.
At all ports, some very small airport and during quiet times (night shift) at bigger airports, the overall process is done at the desk for everyone.
If you’re departing, you’re not registered with the new EES yet (you’re still registered on their national system).
The process in Italy is generally more efficient than other countries (Spain, Portugal, etc.)
