This more restrictive promo seems like a fair compromise to likely thin the elite herd a bit. No more camping out at the cheapest spot in town.

And, like many mentioned previously, the 'late' rollout is almost certainly due to the timing of Chinese New Year this year. We could have skipped about 90% of the moaning posts in this thread...
