Of course I did not say it was expired! I am now with a second agent who has changed the tickets without pulling new SWUs. The first agent kept saying from the beginning "It depends on the validity of the the systemwides". So the answer to my original question is that nothing appears to have changed.

ETA: So the agent who assured me she was not taking new SWUs in fact did. Fortunately, the third agent was able to put them back.
