I believe that Air Canada has adjusted flight times on multiple routes. Two that stand out for me are, YVR-BKK, and YUL-NRT. Now, the flights are likely to be close to on time or early, despite the flights often leaving late.

Based upon my observation, the big issue for AC appears to be Toronto .Most everything at YYZ is of poor quality: The contractors, the supervision and the management. When there is a YYZ related delay or disruption, it poisons much of the network. Watch the baggage handlers in action. Often, there is little care shown to the baggage being loaded or unloaded. When there is a bit of snow or cold, workers don't show up for work. Bags pile up in the arrivals area and there are perhaps 1 or 2 baggage agents available to manage the mess. I see the cabin cleaning crews moving quickly at YVR and YUL. At YYZ, they come waddling along, slowly climbing the service stairs to an aircraft. I am more likely to experience a catering error or delay at YYZ than at any other Canadian airport. How is it tarmac workers in Calgary or Montreal can keep a runway clean or deice efficiently, but they can't manage that at YYZ? If my aircraft is obliged to wait for an open gate or for tarmac traffic to clear, it will almost always be at YYZ, followed by YUL. YYZ needs a change in attitude.
