I had a similar experience in YYZ last night. It was after 11:10 pm. Walked off AC 16 and was on the first bus in from the IFT; no wait at customs; into the baggage hall and the bags started to arrive within a couple of minutes. Wonder of wonders, the priority bags were first off and we were out of the hall 20 minutes after walking off the plane.

However, my brother was through there mid-afternoon yesterday and waited over an hour and a quarter from the time he deplaned until his bags appeared on the carousel, and he, too, had priority tags.
