My very simple point of view, and that is valid for any hospitality establishment, anywhere in the world, irrespective of whether I pay or not: Tipping is a way to appreciate the quality of service, bad or indifferent service gets nothing from me, and no stamps or terms will change that.
Tipping might be insulting or not even understandable in parts of the world, especially when the staff are not dependent on charity from the guests, so no, dont tip anywhere in the world.
