Qatar standard practice is that any transit up to 24hrs and baggage HAS to be checked through with no exceptions - if you look at the detail fare rules it's usually stated in there.

So you should expect to NOT have access your checked bags. Anything you need for your transit needs to be in your hand luggage.

The reason for this is Qatar typically charge more for tickets that have a destination of Doha, transits are usually cheaper. Therefore they want to ensure that you are going to transit and not disappear off into Doha.
