They’ll upgrade everyone with a request, assuming that all seats are operative. Occasionally there’s a broken seat, or, on some models, a seat has to be held back for crew rest. But they won’t do what some foreign airlines do and decide to hold back some upgrades and fly with empty, usable seats.
