Denied a Seat Belt Extender and Asked for My Passport on an HA Flight

This has never happened to me before, so I just want to share my experience and ask for your input.

I was on an HA flight from ICN to SEA.I got a whole row (three seats) to myself, so I tried to lie down and sleep.
However, the seat belt was too tight when I was lying down.

I asked for a seat belt extender, but the flight attendant refused.
I asked again, and the purser came over.
The purser told me that he was not allowed to lend me a seat belt extender for this reason.
Then, he said that if he lent me a seat belt extender, he would need my passport so he could file an FAA report for lending me the seat belt extender.

Have this ever happened to you?
What's your thoughts?
