No the £15 isnt new its a service fee that BA applies per person to any booking you cancel online in addition to any fare penalties.
Still, it does not seem to be applied at all times.
I just went back to check my last booking which I had to cancel online. Refund amount was the exact same as the paid amount, so there was no fee taken at the end. This refund actually happened early December, so roughly 2 months ago.
