They certainly do not routinely upgrade diamond passengers anymore. At least for me (and most of my colleagues), it has been years since the last courtesy upgrade. I think ever since the new bidding process, J goes out mostly full with - one way or the other - paying customers. They even removed the "courtesy upgrade" text from the website some time ago. It is not a documented benefit anymore.
