It is true that they do not release all of the base rooms, or even any of them, 13 months in advance. Maybe because the instant they are released they are booked on points, often speculatively. But there is no evidence that they block award bookings such as by bundling base rooms in packages that cannot be booked on points. I haven't seem any reports of base rooms being available by some other booking by not for award booking.
