Question Do banking/investment accounts with Chase help to get Chase credit cards approved?

Between my wife and myself, we have about 10 Chase personal and busilness credit cards. I recently got turned down for the first time for a Chase card (the CSR). In fairness to Chase I applied only a few months after getting approved for Citi and BofA (personal ) cards; those recent transactions were cited in the letter as one of the reasons explaining the denial.

Anyway, for future reference:

1. Do banking and/or investment accounts with Chase help to get Chase credit cards approved?
2. If so, what level of funding seems helpful for that Chase relationship to make a difference?
