Correct, this is exactly the issue. It isn’t a TA exclusion by UA, but the agency choosing to not subscribe or serve up UA’s NDC content, instead usng the existing GDS.
I have this same frustration with credit card reward portals where some will have NDC enabled agencies supporting their platform (US Bank in this case) and others still rely on a GDS only provider (Wells Fargo) thus getting worse ticket prices than if I went to the airline direct. Tangentially related,, the former lets me have a same day redemption and can then be managed direct with United whereas the latter requires 48 hours for ticket issuance/changes require going through their TA
