Data points
Barclays AND Chase allow moving lines between personal cards and business cards but NOT business to personal
Citi does not move credit lines (used to) - but you can product change personal cards between types
e.g., AA to Double Cash and even AA MC to Costco Visa.
BofA allows moving lines AND product changes on personal cards.
US Bank does NOT allow moving credit lines

Business cards at BofA can be changed as well in same type e.g., cash to cash
Chase & US Bank allow changes for business and personal - only in same type of rewards
e.g., Chase United Explorer can be a club card but not a Sapphire card

I have Barclays - LH, AA, AS cards
I moved most of my line to AS - move to BofA - convert to Premium rewards = 2.625c /$ spend - main card to increase line
Spouse - Moved Barclays line to AA as Citi line on AA is small - this will have high limit
Kid - moved line to Barclays AA - then will later product change to Double Cash with high credit limit (already has AS -> convert to Unlimited rewards @2.625c)

For those playing with credit lines, time is short at Barclays for tune ups
