They're not allowed to do it if it was a consumer card. These surcharges are common in Denmark but should only apply to non-EU cards and possibly company cards.
I only have one bank card and a Giro card (which i only use for Euro purchases)....so yeah it was a personal card. I know business cards incur fees.
Annoyingly I get dinged with a FX fee from my bank for DKK but not SEK even though both are part of the EU.
