This is true, but I'm sure this arrangement is downstream of the RoI wanting to screen arrivals from other parts of the CTA.

There aren't really enough domestic flights into Dublin to justify a dedicated facility for them (just 4 small ones per day, I believe). However when you throw in the flights from the rest of the CTA, you surely have enough for a separate arrival facility that bypassed immigration, however the RoI does not want them to.
