It's a more recent thing, and is very dependent on having the right combination of airline(s) and airport, but international to domestic airside connections certainly exist in Canada now. I just recently did one on Air Canada at YYZ T1. Very smooth process - no security and no bag collection. Customs was handled with remote baggage screening as is done at US Preclearance facilities.
