Interestingly (for various interpretations of that word), the text "You can travel to the UK while waiting for a decision" has been removed from the official ETA website, and it can take up to three days for one to be approved.

I thought ETAs become compulsory, and hence had to be approved at check-in time, from 1st Feb, but maybe they brought that forward.
