The number of Bilt points she can earn on non-housing spend is unlimited, which is to be expected, just like any other reward card. That part has nothing to do with housing payments whatsoever. The part that has anything to do with housing payments are those additional Bilt points she can effectively buy, if she chooses the Flexible Bilt Cash option, with her earned Bilt Cash. The amount of those additional Bilt points is limited by her total housing payment(s). If she chooses the Housing-only option instead, the amount of additional Bilt points she'd earn is even more explicitly tied to, and limited by, her total housing payments.
