Bulkheads have legrest, non-bulkheads have footrests
Bulkhead entertainment screen are pop-ups (and must be put away for take-off and landing), non-bulkhead screen are seatback and slightly larger.
Bulkhead get first choice of entree
On boarding, some try to use the middle bulkhead row as a crossover

My preference is side bulkhead (window or aisle), >95% success getting vs non-bulkhead after deciding I preferred bulkheads (if upgrade does not clear - about 50% on that).

In some airline configurations the space between the wall and the seat isn’t very generous. And not all Premium Economy seats recline so much as to have the seat in your face.
I assume the subject is UA's PremEconomy / PremiunPlus?
