Which aircraft type are you on from RST to ORD? If you are on anything without a first class cabin, you will be required to gait check your bag. If you are on a plane with first class but you are not in first or early boarding group, you will also be required to gate check your bag. Waiting for that bag to be delivered plane-side in ORD will take a while - maybe 10-15 minutes.

That taxi in ORD when coming from RST can be up to a half hour but that is generally built into your flight time.

Personally, I think the 40 minute connection could be tight if you have to go from G to L with the construction and tight aisle near security at ORD.
I'd go for the 50 minute connection minimum
