Yesterday I changed a flight using the waiver that had GUCs cleared already on all segments. I was unable to do it using the app--getting the same message you did--but a chat agent had it done in 10 minutes and preserved the upgrade space. No pushback at all.
Mine is a RUC that cleared so my worry is they won't treat it like the GUC with the GUC's ability for last seat F if its Domestic.....my RUC is about to expire at the end of the month so I won't get to use it if I don't use it now.
