Yes, I met someone at the airport who was on this flight. He said the delay was caused by inexperienced ground crew and the boarding area was pretty small.
Interesting enough, at the ceremony, City officials made it a point to thank the US CBP (Customs and Border Protection) for the cooperation. I talked to a City official after and it did not seem there is any plan to improve the CBP facilities at T4 as people now are focusing on the new West Terminal - scheduled for the 2030s.
JX 26 pulled in right as a BA A350-1000 landed from LHR and it took a long time for the JX passengers to come out of immigration and customs.
