The only thing I've seen is that BC expires the end of each calendar year. There is nothing in any of the written materials that says BC earned during month X has to be used in month X (or even X+1) yet supposedly that's what was indicated during the online presentation.

You have to earn the BC in the prior month(s) to pay the fee for points.
Bilt 2.0 and new cards starts Feb 7. Feb rent is with Bilt 1.0. From Feb 7 til end of month, spend on 2.0 card to earn BC. Use earned Feb BC to pay for March rent/mortgage points. For April rent points, you can use BC earned in Feb and March. (I suppose March rent might be an odd month since Feb statement won't close in time to earn BC).
I'm not suggesting earned BC in month X has to be used in X or X+1. Kerr stated that you can't use earned BC in month X to cover for month X-1 rent/mortgage.
