I fly TK pretty often (ex both EWR and jfk) and their usual on the ground SOP is to have a plate of juices and water but anyone can request any alcoholic beverage. However, they seemed to change their SOP and now have an open bar pdb and specifically ask if one would like champagne. I experienced this most recently ex-EWR in November. And I do recall JL serving champagne on the ground in J ex-JFK, albeit in plastic cups similar to what the us3 serve their longhaul pdbs in. I do believe the majority of international carriers ex-JFK and EWR serve alcoholic beverages, and I personally think it’s disappointing that SQ doesn’t. But to each their own.
Edit: the only exception some carriers follow is no on the ground booze ex-JFK on Sunday morning flights before 10am due to blue laws.
I'd also note that quality factors in. American, Delta and United typically serve really low-quality prosecco on the ground, and then open up better stuff in the air. Given what SQ stocks in F, I guess I'm not surprised they don't serve it on the ground due taxes. But it makes me wonder if they should just board a few bottles of lower quality bubbles, just for on the ground. IIRC, this is a NY issue, SQ has served me on the ground in LAX on several occasions.
